What You’ll Do:
- Direct and oversee all centralized accounting operations for the Board of Water Supply, including Fiscal Operations, Financial reporting and Disbursement and Fiscal controls.
- Manage and improve enterprise accounting systems, including system design, maintenance, and compliance with accounting standards and regulations.
- Ensure accurate financial reporting on both budgetary and GAAP bases, including monthly and annual financial statements.
- Oversee general and subsidiary ledgers, journal entries, allocations, and system interfaces.
- Ensure budgetary control and variance analysis, and advise the Chief Financial Officer on financial conditions and risks.
- Lead and coordinate the annual financial audit, including preparation of audited financial statements and resolution of audit issues.
- Provide guidance on complex accounting matters and ensure proper application of accounting principles and procedures.
- Perform other duties as assigned.
Citizenship: At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Equivalent to graduation from a regionally-accredited college or university with a major in accounting or in business administration with courses in accounting.
Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university.
Substitution: Work experience may be substituted for the bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree in accounting or a related field with courses in accounting.
Five (5) years of professional accounting experience, three (3) of which shall have been in a supervisory capacity.
SUBSTITUTION: A Master’s degree in Accounting from a regionally-accredited four-year college or university will substitute for one of the required five years of professional accounting experience. There is no substitution for the required supervisory experience.
- Knowledge of the theory and practice of commercial and governmental accounting.
- Knowledge of preparation and analysis of financial statements.
- Knowledge of budget administration and expenditure control.
- Knowledge of principles and practices of supervision.
- Ability to plan, assign and supervise the work of a large accounting unit.
- Ability to prepare and supervise the preparation of comprehensive reports and analyses of financial activities.
- Ability to analyze data, detect errors, and correct inconsistencies in complex accounting records.
