Duties and Responsibilities
The Marine Cargo Specialist I manages daily operations to ensure fast, efficient, and safe cargo handling, movement, and stowage. You will control traffic within terminal areas to prevent port delays and congestion on Maui. Rotating shifts—including evenings, weekends, and holidays—are required. Minimum Qualification Requirements
To qualify for this State of Hawai’i role listed on Government Jobz, you must satisfy all three background criteria:
- Basic Experience: 1 year of work experience showing basic math, reading comprehension, and operational execution. High school graduation or equivalent can substitute for this year.
- General Experience: 3 years of progressive waterfront cargo handling, layout, or planning work. Must prove knowledge of ship loading/unloading and terminal operations (e.g., dock checker, ship checker, lead stevedore, boatswain, vessel timekeeper, or junior deck officer).
- Specialized Experience: 2 years of progressive work preparing preliminary marine cargo stowage plans OR overseeing loading/discharge operations to match plans. Strict requirement: This experience must involve ships of at least 5,000 deadweight tons and prove knowledge of marine cargo regulations, reporting, and problem-solving.

Licenses and Security Clearances
- Driver’s License: A valid State of Hawaii Class 3 Driver’s License is required.
- TWIC Clearance: Unescorted access to secured harbor sections requires a federal fingerprint-based background check. Applicants cannot have a disqualifying criminal conviction within the last 7 years. You will pay for the check upfront and receive a reimbursement from your supervisor after hiring when submitting the receipt.
- Legal Right to Work: You must be a US citizen, national, permanent resident alien, or legally authorized for unrestricted US employment.
