Duties Summary: Performs as an entry level trainee in one of the professional specialty areas of government; learns the work procedures, principles, policies, techniques, and references essential to the specialized professional work to be performed; receives training on the goals, objectives, policies, procedures, rules, and regulations pertinent to the assigned program; and performs other related duties as required.
- Attends training and receives orientation in the basic functions fundamental to the professional specialty area.
- Expands on current knowledge to develop technical requirements essential to the completion of assignments.
- Learns the basic principles, concepts, work processes and reference materials fundamental to the professional work to be performed.
- Receives orientation on the goals, objectives, philosophy, policies, procedures, rules, and regulations pertinent to the program.
- Learns to apply work processes and techniques by performing simple, selected tasks and assignments in the professional specialty area.
- Accompanies higher level specialists on field trips as an observer.
- Analyzes problems, conducts fact finding, applies appropriate guides and standards, draws sound conclusions, and prepares written reports of findings and recommendations.
- Participates in the planning of programs and projects.
A combination of education and experience substantially equivalent to:
- Graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
- Possession of a valid State of Hawai’i driver’s license (Class 3) or any other valid comparable driver’s license at time of filing, as applicable to the position. You will be required to submit your valid driver’s license at time of hire, if the position requires a driver’s license. (The vacancy with the Department of Finance does not require a valid driver’s license).
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.
Note: In-person interviews and/or further testing in Hawai’i County may be required at the discretion of the hiring department/agency. If in-person interviews and/or further testing are required, applicants who are referred to the hiring department/agency must be available to participate in person and at their own expense at that phase of the selection process.
Knowledge of: Research methods and techniques; report writing; problem solving methods and techniques; general principles of government organization and functions; and the use of standard office machines, personal computer, and software applications.
Ability to: Learn and apply basic principles, concepts, and work processes fundamental to the professional work to be performed; learn and apply laws, rules and regulations, policies and procedures, and reference materials fundamental to the specialty area; obtain, analyze, and evaluate facts; successfully complete assignments selected for development to the next level of work; formulate ideas and express them clearly and concisely orally and in writing; establish and maintain effective working relationships with others; operate standard office machines and equipment including personal computer; and follow oral and written instructions.
