Job Overview

The Waterworks Fiscal Officer manages the financial and accounting programs for the Department of Water Supply. This leadership role acts as a key advisor to departmental executives, oversees financial record keeping, and directs staff operations.

Distinguishing Characteristics

Unlike general municipal accounting positions, this role requires specialized expertise in public utility accounting, fiscal management systems, purchasing, and personnel administration within water utility systems.


Examples of Duties

  • Direct accounting and clerical personnel in financial program execution.
  • Develop and update accounting systems to align with the National Association of Railroad and Utilities Commissioners guidelines.
  • Establish internal auditing controls, evaluate revenue sources, and manage the departmental budget.
  • Advise management on fiscal policies, laws, and regulations.
  • Supervise the purchasing of equipment, materials, payroll processing, and disbursement vouchers.
  • Train, evaluate, and mentor subordinate personnel.

Minimum Qualification Requirements

Training and Experience

A combination of education and experience equivalent to a Bachelor’s degree in accounting or business administration (with accounting coursework), plus four (4) years of professional supervisory accounting experience.

Required Knowledge

Comprehensive understanding of commercial, governmental, and cost accounting systems; utility financial management; and the Uniform System of Accounts for Water Utilities.

Skills and Abilities

Proven capability to organize fiscal programs, write and communicate effectively, and build professional relationships with public officials and citizens.

Physical Demands

Applicants must meet health and physical standards designated under the Light Physical Effort Grouping.
